Evaluating Teacher Effectiveness: The What, How and Why of Educator Evaluation

Rob Meyer Ph.D.
Photo of Rob Meyer.Rob Meyer, Ph.D., is a senior scientist at the Wisconsin Center for Education Research (WCER) and the director of the Value-Added Research Center (VARC). He is known for his research on value-added modeling and evaluation methods and currently is working on projects funded by the Institute of Education Sciences (U.S. Department of Education), the Joyce Foundation, the Milwaukee Public Schools, the National Science Foundation, and the Wisconsin Department of Public Instruction. Over the past 15 years, Dr. Meyer has conducted major statistical evaluations of programs and policies such as SAGE (the Wisconsin class-size initiative), systemic reform in Texas, integrated versus traditional mathematics, and professional development and other mathematics and science reforms in Cleveland and Riverside, California. He also has worked with numerous districts to develop and implement value-added indicator and accountability systems, including the school report card implemented in the Milwaukee Public Schools in 2002.

Michelle Oliva
Photo of Michelle Oliva.Michelle Oliva is a program associate at Learning Point Associates who is part of the educator quality team. She serves as an evaluator of teacher quality and principal leadership programs and initiatives such as the federally funded Transition-to-Teaching grants and the College Board Leadership Institute Program for Principals. Oliva develops and pilots instruments and protocols; coordinates and conducts interviews, surveys, focus groups, and classroom observations; analyzes collected data; leads and contributes to the reporting and interpretation of findings; and maintains client relationships. She has contributed to research studies on teacher evaluation and principal preparation. Oliva has written and contributed to program evaluation reports; a research-based instructional leadership guidebook for new principals; policy briefs on pay-for-performance and teacher evaluation; and literature reviews on teacher quality, principal preparation, and teacher evaluation. Her previous experience includes conducting longitudinal social science survey research projects. Oliva earned a master’s degree in social science from the University of Chicago and is fluent in Spanish.
