No Child Left Behind

Congress passed the No Child Left Behind (NCLB) Act as a reauthorization of the Elementary and Secondary Education Act. Signed into law by President Bush in January 2002, the NCLB Act has brought many significant changes to schools nationwide.

America's Challenge: Effective Teachers for At-Risk Schools and Students
In the two short years since the launch of the National Comprehensive Center for Teacher Quality , a tremendous amount of information has been compiled about the availability, recruitment, and retention of teachers for at-risk schools and students. The National Comprehensive Center for Teacher Quality has compiled much of this learning in its inaugural biennial report, America's Challenge: Effective Teachers for At-Risk Schools and Students, which was released on October 11, 2007.

'"Highly Qualified' Teacher Ruling Upheld"
A California federal court ruled that alternatively certified teachers entering California public schools and working towards their full certification could be considered "highly qualified" under the federal No Child Left Behind (NCLB) Act. Parents argued that teachers coming into the schools through alternative preparation programs did not meet the state's "full or most complete level of certification" and therefore were not highly qualified. Judge Phyllis J. Hamilton concluded that Congress awarded Secretary of Education Margaret Spellings the autonomy to define "full or most complete certification" and that her inclusion of alternatively certified teachers did not violate the terms of NCLB.

Supporting Progress in Meeting the HQT Requirements of NCLB (April 30, 2008)
The National Comprehensive Center for Teacher Quality hosted a webcast titled Supporting Progress in Meeting the Highly Qualified Teacher (HQT) Requirements of the No Child Left Behind (NCLB) Act on April 30, 2008. This live, interactive webcast will support regional comprehensive centers and state education agencies in their efforts to move from planning to action through the implementation of their state highly qualified teacher (HQT) plans.

Innovative Ideas and Practical Suggestions for Improving the State Highly Qualified Teacher Plans (September 2006)
On Thursday, September 7, 2006, the National Comprehensive Center for Teacher Quality and the U.S. Department of Education hosted a live, interactive webcast to help states improve their state plans for highly qualified teachers in every classroom.

National Comprehensive Center for Teacher Quality: Strengthening the Quality of Teaching for All Students (May 11, 2006)
The National Comprehensive Center for Teacher Quality hosted an informational webcast for Regional Comprehensive Centers and Content Centers. The webcast sought to outline the mission and goals of National Comprehensive Center for Teacher Quality; describe the ongoing and upcoming work and activities; introduce the National Comprehensive Center for Teacher Quality staff; raise the awareness about the issue of teacher quality; and create an opportunity for dialogue between National Comprehensive Center for Teacher Quality, the comprehensive centers, and other content centers.
