Accountability and Advancement
Teacher accountability and advancement represent the process whereby teachers are assessed or evaluated as well as resulting advancement and leadership opportunities. In the last several years, many components of this process have been challenged and reform efforts have been initiated as a result of the following questions:
- How should teachers be held accountable for their practice, and in what ways can teachers advance in their careers?
- What considerations should be taken into account when developing alternative pay systems for teachers?
- What is the impact of pay-for-performance programs?
- What are the advantages and drawbacks of the components that comprise these programs?
- What assessment tools are available for the observation, assessment, and evaluation of teachers?

Teacher-Pay Incentives: Do They Work?
Sabrina Laine, Ph.D., director of the National Comprehensive Center for Teacher Quality, fielded questions about teacher-pay incentives during a live online chat hosted in October 2006 by Education Week. The chat—titled Teacher-Pay Incentives: Do They Work?—featured 45 questions from teachers, school administrators, government representatives, parents, and college students majoring in education.
Dr. Laine was joined on the panel by Tricia Coulter, Ph.D., director of the Teaching Quality and Leadership Institute at ECS, and Ben Schaefer, program manager at the National Commission on Teaching and America's Future. The three discussed the research, or lack of research, on the effectiveness of teacher-pay incentives. A PDF version of the transcript of the chat is available.
