Technical Assistance in Action: Equitable Distribution
The TQ Center, with the Delaware Department of Education and the Mid-Atlantic Comprehensive Center, developed interview protocols to study the distribution of teachers in Delaware.

While in conversations with the Regional Educational Laboratory Mid-Atlantic on developing a study of distribution of subgroups of teachers in Delaware schools, the Delaware liaison to the Mid-Atlantic Comprehensive Center (MACC) approached the TQ Center to serve as a reviewer of the protocols developed. The TQ Center also was asked to participate in a meeting on the protocols and provide a literature review of the research once the questions were developed.
Response
The TQ Center assisted MACC in the review of the questions, and as the conversations on this topic continued, the TQ Center’s scope of work with Delaware and MACC expanded. As a result, the TQ Center provided assistance in the following ways:
- Assisting in the development of research questions to study distribution of subgroups of teachers
- Assisting in the development of a principal interview protocol
- Assisting in the development of teacher survey items
- Participating in ongoing meetings
Delaware used the interview protocols developed by the TQ Center to examine the distribution of teachers to ensure that they were equitably distributed across the state.
