The quality of school leaders as second only to teacher quality in its influence on student achievement. Indeed, efforts to raise the quality of the U.S. public school system are unlikely to succeed without attention to the crucial issue of school leadership. Research has documented the growing demands placed on principals as well as the current principal shortage. It also has emphasized the importance of school leaders in retaining quality teachers, improving student learning, and creating effective schools.

This publication focuses on three strategies for improving the quality of school leaders: enhancing teacher leadership, identifying how highly effective leaders support teachers, and improving the preparation of school and district leaders. These strategies can assist schools and districts in recruiting, developing, and supporting effective school leaders.
