they work with individual schools or districts. Some states have funded statewide efforts to put learning strategy instruction in place. For example, every high school in Florida has to have a learning strategy course for students with academic deficits. At one point, Florida had 150 certified professional developers who could provide teachers instruction in learning strategies. (I've lost count of the number now.) Some of the states that have funded state efforts include Iowa, California, Florida, West Virginia, and Connecticut. However, these efforts have ebbed and flowed over the years as funding became available and withdrawn, as you might imagine.
