Does anyone have information about how different states are funding their RtI initiatives?
Do you know of guidance document/manual on funding RtI from any state?

We are not aware of any specific information that speaks to your question.
As I am sure you are aware, districts are required to allocate 5 percent of their IDEA Part B flow-through funds for professional development that could be directed to train and support the implementation of the RTI plan. Districts have the discretion to use up to 15 percent of federal special education funds to support implementation, prevention, and early identification/early treatment interventions in general education.
Each states’ RTI implementation plan varies, as does the available resources, support, and funding. Some states have elected to fund centers to establish and provide specific training, others have developed LEA sub-grants, and others have provided guidance on reallocating existing resources. It was our understanding that states were to submit their RTI implementation plans to OSEP. We were unable to locate an individual source with all of the plans, however, were able to locate a few. Please note, this is not a comprehensive listing, nor an endorsement of specific state efforts. Both Illinois and North Dakota addressed funding specifically.
